Yes, President Yoweri Museveni Can Easily Reign Up-To 2036

·         By 2036 Museveni Will Be Relatively Younger Than Robert Mugabe, Fidel Castro or Kamuzu Banda.



For some years now, I have dedicated my intellectual interest in reading books about comparative political thought and biographies of world leaders that reigned for a very long time in power.
I have intensively read about the life and times of famous leaders and searched for reasons as to why they ruled longer-mostly beyond forty years, -you can call them the four decade club.
 This literature has led me to a conclusion that perhaps president Museveni can emulate leaders like Fidel Castro, the late Gabonese president Omar Bongo and Col Muamar Ghadafi and others who ruled for four decades.

 Last week President Yoweri Museveni celebrated his 72nd birthday, getting closer to 75, an age that constitutionally bars him from seeking for another term as Ugandan president.
In the most recent years, president Yoweri Museveni interestingly told journalists that he believed that he wouldn’t be effective enough to govern the country after clocking 75 years because he doubts whether he would be strong enough with a fair judgment to rule this country.
But by saying this, Mr. Museveni was not being fair to himself.
Come to think of this;
The fact that his father Amos Kaguta lived beyond 90 years and died of old age means that Museveni still has another 20 years of active service-which is effectively put at 2036.
By 2036, Museveni will be 92 years old the same age as current Zimbabwean president Robert Mugabe or the age at which Malawian President Kamuzu Banda ruled his country.
By that time in 2036, Museveni will be some years younger than the age at which his father, Amos Kaguta  easily surpassed.
He will be the same age as former Cuban president Fidel Castro who passed on the baton of power to his brother Raul Castro and is still pulling the strings from behind the scenes.
If the constitutional obstacle that bars Ugandans above 75 years from contesting for the presidency or serving in public service is amended, only death will stand in Museveni’s way.\
And am already telling you that if death was to occur by natural death and not artificial means *(accident or assassination) he is mostly likely to live far beyond 2036!

The Nature of Ugandan politics 
President Museveni can comfortably rule on beyond 2021 if he wished because of the nature of the political landscape in the country.

One of the biggest incentives for museveni’s long stay in power has been the nature of the Uganda political opposition which has lacked a vivid regime change strategy.
It’s one factor that will keep Museveni in power for another 20 years. The opposition has been made of elements that are theoretically opposed but NOTpractically hostile to president Museveni.
Either by design or default, the Ugandan opposition has been dominated by elements of the National Resistance Movement that emerged in the corridors of power with president Museveni in 1986.
Although they are opposing President Museveni’s regime, his continued stay in power is good for them because it enables them to maintain their wealth.    

 So by being in opposition, the Ugandan opposition is engaging in what can be termed as strategic risk management-they can neither be hounded by the Museveni regime or forces hostile to Museveni.

Since there are no fundamental ideological political differences between Museveni, Besigye or Amama Mbabazi, the Ugandanpolitical equation remains favorable for all the parties concerned.

And once the status quo spreads into the 2021 elections, then there will be no regime change to speak of in Uganda. It will be the continuation of NRM in government (NRM (IG)) and NRM (IO) in opposition-meaning the same group in power and in opposition.
By the time Ugandans forge a genuine political opposition, Museveni will have built more dynamic political machinery that will guarantee him more years in power.

The Health Factor
Another factor which incentivizes Museveni’s continued stay in power is his strong health.
He is one man who has never been reported sick in his entire 30 year reign.
Before he came to power particularly during the bush war, Museveni used to fall sick all the time. At one time he collapsed and was unconscious for some days. On another occasion he fell sick and his cooks (Madam Gertrude Njuba was one of them) were almost killed for allegedly poisoning him.
During his early years in power, Museveni used to suffer from sinuses but he got specialized treatment form Ghadafi’s medical team.
Since then, He has only suffered from finger sprains and flu.

But when you look at around you wil find that Most of the leaders who are destined to rule for much longer were obstructed by poor health.  
For instance President Kenyatta was sickly in 1976, perhaps no longer in control.
 In his book, Kenyatta’s Struggles,Duncan Ndegwa, a former Governor of the Central Bank, narrates the pains that Kenyatta was going through in his last years.
“Kenyatta’s memory loss was at times so severe that he could not recall his signature until a copy of the same was shown to him to jog his memory,” writes Ndegwa.
At other times, an ailing Kenyatta would be forced to go through painful torture during national days – the result of a bad case of gout. He would end his speech “sweating profusely with pain, and those of us near him sighed with relief.
Kenyatta was in such a poor health condition that even the 1976 Israel raid on Entebbe that saw Israel planes refuel in his country was done without his knowledge.
 As such, the Njonjo axis thought that it was better that they keep him Kenyatta in the dark on the Israeli operation.
Kenyatta was a figurehead for the final four years of his administration. Kenya was run by a clique of Mt. Kenya operatives.
There is another case In the US, where Ronald Reagan was similarly kept in the dark, by a handful of highly-effective mafia running the government because he was in poor health.

 Even Zairian president Joseph Mobutu could have ruled longer than the 30 years but his health deteriorated and he couldn’t deal with rebel forces that ousted him in 1996.

With president Museveni continuing to be in top health condition and dealing with the same friendly-fire opposition , it’s fair to put Museveni’s reign in power to 2036. By that time he will be 92 years, same age or even younger than Robert Mugabe, Fidel Castro and Kamuzu Banda.
THE LEGAL DILEMMA
of course we can talk of the unpalatability of amending the constitutional provsion which bars Ugandans above 75 years from contesting for the presidency as envisaged in article 102. 
But since the promulgators of the 1995 constitution inserted a provsion that provides amendment , then it will be a foregone conclusion. it will easily be amended to give the man who has spent half his life in power to continue  ruling Uganda. 
so while Ugandans are jittery about when president Musevweni will leave power , they should adjust their EXPECTATION settings to 2036!

Hon Bakka openly said that he was very happy with the 2016  Rio Olympics Ugandan performance even when Uganda did not win a singe medal and had the rare feat of fielding a boxer called Kenneth Katende who was regarded by the English tabloid The Daily Mail as the most unfit in the history of Olympic boxing! 
During my formative years,  in the early nineties , a  football player in our neighborhood used to take me with him to Lugogo to watch a training session of  a team called Bell Fc.

At that time I had not developed strong bones to play with the big lads in super division clubs, but I had the enthusiasm to go to training ground to watch super division clubs train.
At times we would go to Villa Park to watch the great Paul Hasule and group training. On other occasions we went to Lugogo to watch the kasasiro boys.


But my colleague used to play with bell fc that used to train across the road of Lugogo, at the current Kyadondo rugby grounds.
So my friend would train there as we lazed around with other kids. There was a man that used to attend every single training session who would lean on his motor bike.
That fellow used to scream every time a good move was made. He was such a strong fan of that Bell team.  We never used to pay attention to him but he was too noisy to be ignored.
So recently when I met my colleague (the former BELL fc PLAYER)) we started discussing Uganda football and its predicament.
I questioned why president Museveni was not appointing someone with some firsthand knowledge about football.
But my colleague quickly reminded me that current sports minister (Charles Bakabulindi) was very conversant with football matters.
I asked him why he thought Bakka was conversant with Ugandan football and he told me that Bakka was the man who used to make noise on the motor bike during the training sessions at bell fc!
Ohh , Phew!

Now, my reaction was, why should a man who has got firsthand knowledge about Ugandan football preside over the death of the sport in the country?
To the best of my knowledge I always thought that Bakka knew nothing about the game at all. I thought his was just a mere political appointment.
So he enjoyed the benefit of doubt because we thought he was clueless about what it takes to build a sports structure in the country.

Last week Hon Bakabulindi was hosted on NTV to discuss the aftermath of the historic cranes feat of beating Comoros and qualifying for the AFCON after failing for the last 39 years.
And that talk-show really exposed how shallow and intellectually bankrupt Bakka was in regard to matters regarding the sports ministry he has run for decades.
One of the hurting episodes in the show was the question regarding the sports facilities that have been sold during his reign as sports minister.

He was asked why he never intervened to protect the sports ground that have been converted into shopping malls. He simply answered that there is division of labor in government and that his ministry was not in charge of any sports ground in the country!
He said that it was the local government ministry that was in charge of all those sports facilities.
Okay granted; now if you are not in charge of sports facilities in the country, how do you expect to run sports in the country?
The host Mr. Charles Mwangusya also asked Mr. Bakka why government was licensing schools that don’t have sports grounds as stipulated by law.


The practically intransigent Bakka answered that he had no powers of stopping the education ministry from licensing schools that did not meet the requirement that would promote sports in the country.
He was also asked what measures he had taken to promote sports in the country and he unashamedly said that his ministry was rewarding all sportsmen who were excelling in the different sports disciplines.
The panelists went on to ask a pertinent question that what was the role of the government in grooming the sportsmen who had excelled?
He had no answer, but went on to make a lot of noise by justifying the unjustifiable.
To make the short story even shorter, it was evident that Hon Bakka had no vision for sports ministry in the country.
Hon Bakka seems to be ignorant of the fact that the ministry he holds is so sensitive to the citizens of his country.

He is ignorant about the joy and unifying factor that sports plays in the country.
He is even ignorant about the jobs that can be created by the sports sector.
If Bakka is not in charge of schools which nurture the future citizens of this country, and is not in charge of the sports facilities where sportsmen are groomed then his ministry is practically useless.

Bakka himself conceded that he is not in charge of anything related to the sports industry.
If a minister of health is not in charge of hospitals then what is the use of having hi there?.
Bakka should resign to pave way to someone who can claim what belongs to the sports industry.
Alternatively he can seek for advice from sportsmen to find ways of changing this pathetic trend of sports in the country.

Bakka always claims that he is fought by his political enemies. He is using sympathy as a tool to protect himself from accountability of the sports ministry he runs.
But Ugandans deserve more than this. We need a revolution in the sports sector that will produce successful sportsmen and women in this country.
Bakka is practically contented with having thousands of unsuccessful sportsmen and women.

He even said that he was very happy with the performance of the Ugandan athletes at the Rio 2016 Olympics despite of the fact that Uganda registered no single medal!
Uganda fielded a total of 17 athletes (11 men and 6 women), in the 2016 Olympics but registered zero gold, silver or bronze medals.

Yet Kenya managed to win so many medals but the entire sports sector was overhauled.

If I was near this Bakka man, I would have poked him with a stick!
This man needs nothing but condemnation by all sports loving countrymen. He is very arrogant and lacks etiquette.  He clearly doesn’t understand his duties and is simply riding on the gullibility of Ugandans.
I have not seen any Ugandan minister who is as incompetent and clues less as Hon Charles Bakabulindi.

  • ·        Mukula’s current Frustrations Will Culminate into a Presidential Bid In 2021

Capt Mike Mukula is one the senior members of the NRM central executive committee on which he seats as the vice chairman of the Eastern region.
He was for many years regarded as the smartest Ugandan politician you could find in the corridors of power. He speaks with the gait of a very cultured man with first class grooming.  

But those who went to school with him claim that Mukula is a man who enjoys first class things and the limelight.  
During his school days he used to claim that he was the son of an influential man called Mr. Ekochu who served as permanent secretary in the governments of president Obote 1 and Gen Amin’s regime in the 60s and 70s.
But the truth was that Ekochu was his maternal uncle. It is alleged that he was one man who used to surround himself with the most beautiful girls.

But his peers admit that even during his youthful days it was obvious that he was in for bigger things in future.
He indeed managed to rise to big positions and served as minister in various positions especially the health ministry which was brought to an abrupt end with the GAVI cash scandal.
THE FATAL GAVI FUNDS SCANDAL

Before that Gavi funds scandal which resulted into his brief imprisonment in Luzira prison, the trained pilot from Teso land had created a very firm personality cult around him. He was one of the most respected members of the ruling party.
Capt Mukula had announced his intentions to contest for the 2016 elections but the Gavi scandal interfered with that grand scheme.
He instead opted to support president Museveni in the 2016 elections, probably due to the rumored assistance the Ugandan president offered him during his difficult time in jail.

During the 2016 campaign trail the captain featured prominently on the campaign trail with a helicopter pasted in Museveni posters.

Many observers thought that the smart boy from Teso had mended fences and struck political rapport with president Museveni.  There was huge expectation that Mukula would be rewarded with a ministerial appointment.
There were other speculations that Mukula was set to be appointed ambassador to some of the big cities of the world like New York City or Hong Kong.

But wapi, he was neither appointed minister, Ambassador or in any other influential position of government.

A FRUSTRATED MUKULA
Today Mukula is a frustrated man reading from the book of lamentations in the bible!.
The smart captain is the Board Chairman of Uganda Aviation School but has of recent been bickering with the Civil Aviation Authority [CAA] for allegedly blocking an operating license to his aviation school.
 In 2013 mike Mukula started the Uganda Aviation School (UAS) but has made consecutive communications to CAA in pursuit of joint certification, with no response.
UAS has also written to CAA to acquire Air Operating Certificates that permit the school to conduct ground and air training for its students using 2 aircrafts that have now been grounded at Entebbe Airport for the last 2 years, but received no attention.

He claims that the Civil Aviation Authority has questionable competence in handling Aviation regulatory matters, he noted, adding that his is clearly illustrated by the numerous anomalies in the sector such as Uganda Air Cargo’s lack of an AOC over the last two years.
Mukula went for the jugular when he said that the bias and selective approval of routes for other airlines against our very own companies, proves the unethical approach by CAA.” he said
Mukula vowed to pursue the matter at all levels, including, Executive, Legislative and Judicial.To make the short story even shorter, Mukula wants to sue the CAA for around over $1.5m loss.

The Facts Of The Matter

Capt Mukula is oblivious to the fact that the body (CAA) he is bickering with is controlled by people who are very close to the appointing authority. The same reasons which blocked him from being appointed in any government position are the same reasons which account for the refusal to grant his aviation school an operating certificate.  Therefore he is fighting a LOST political battle of some sorts.  Mike Mukula has forgotten that the appointing authority has issues with him which put him on a direct collision course way back in 2011, recounted as follows;.

1-capt Mukula was quoted by wiki leaks that he told US ambassador Jerry Lanier and Mr. Aaron Simpson, the political and economic affairs chief at the American Embassy in Uganda In a 2009 diplomatic cable that President Yoweri Museveni was grooming his son, Lt. Col. Muhoozi Kainerugaba to succeed him.

He also went on to claim that president Museveni should NOT impose his son Muhoozi onto the party and the country because it would have a backlash.

2; Mukula also said the Museveni was favoring Banyankole politically, militarily and economically, and that he, Mukula, wants to become president in 2016.

3- The Wiki leaks also reported that Mukula under estimated percentage points President Museveni could garner to only 49% 10% points fewer than what he received in 2006 elections.

4. In September 2011 Mukula opposed the proposed give-away of Mabira forest and openly wrote to president Museveni telling him that it’s his duty to preserve all these forests in the country for posterity

5; in 2011, Mukula told the media that he stood by the issue of restoration of term limit on the presidency.

5; ;Captain Mukula himself admitted that he indeed made all those aforementioned statements when he met the American diplomats at La Chateau restaurant in Nsambya and had discussion on matters of governance in Uganda and they were consulting him as a leader within the NRM party.

CONCLUSION

Now the same Mukula who crossed swords with president Museveni a few years ago expects favors from the ssame man. Oh dear!
Yet there is incontrovertible evidence to show that it’s unlikely that Museveni forgave or will indeed forgive MM.
Our raw prediction is that Capt. Mike Mukula’s current frustrations will culminate into his presidential bid in 2021. We shall explore MM’s chances at the presidency in 2021.

Former Ugandan minister and also senior member of the NRM central executive committee has joined the fray of senior NRM members that want president t Museveni to step down from power.
Mr. Francis Babu who has been out of cabinet for some time now, has come out to support the move to force or persuade Museveni out of power.
 Responding to an article that appeared on this blog https://theugandatimes.blogspot.ug/which reported president Museveni’s senior media advisor imploring the Ugandan leader to step down, Mr. Babu expressed his deep support for the motion.

Mr. Babu responded by supporting Mr. John Nagenda’s views and also thanked him for propagating for the cause of pushing for museveni’s retirement.
Mr. Babu has for many years been a very influential member of the Uganda parliament representing Kampala central division but lost that seat some years ago. This year he tried to contest as lord mayor for Kampala but did not win the seat.
He also served as minister in very many portfolios including education and sports.
Mr. Babu is one of the political demagogues within the NRM. He is a good orator who doesn’t like to lose an argument.  He is also accused by his constituents in Kampala central of being very uncompromising and an apologist for perfectionism.
Hon Babu looks like a mullato a term formerly used to refer to persons born of one white parent and one black parent, or to persons born of a mulatto parent or parents.
His origins of birth are sketchy but he is a trained pilot and married to former speaker of EALA parliament, Hon Magret Ziwwa.
Below is the unedited response he gave to an article we published about Mr John Nagenda

The first time I admired John, was when he participated in Highly rated BBC Mastermind which he worn. Unfortunately, one must understand that Nagenda is highly respected and has the grasp of the English Language. The writer is biased and is totally clueless on the track record of John Nagenda. Please, let us not run down other Ugandan because of their Opnion and political views. I for one I would like to salute Nagenda and applaud him for his advise to the President. I would like to be counted and request Excellency to please heed and step down as proposed. All the other blackmail innuendos of on salary and/or cutting fingures that feed you are mere threats and hogwash. Owekitibwa John Nagenda thank you very much, I salute you, and applaud you. History and Ugandans will judge you. Mbu you're arrogant so what?’’
